The name Fō Fö We Qo̠ is derived from the Wood Elvish language, as Fō Fö We Qo̠ was founded by Annabelle Yandieri, who was culturaly Wood Elven.
Climate
Fō Fö We Qo̠ has a yearly average temperature of 20°C (68°F), with its average temperature during the summer being a warm 26°C (78°F) and its average temperature during the winter being a cool 14°C (57°F). Fō Fö We Qo̠ receives an average of 139 cm/y (54 in/y) of precipitation, most of which comes in the form of rain during the spring. Fō Fö We Qo̠ covers an area of nearly 438 km2 (175 mi2), and an average elevation of 5302 m (17395 ft) above sea level.
Overview
Fō Fö We Qo̠ was founded durring the early 10th century, by Annabelle Yandieri. The establishment of the new community went well, with no major obsticles durring construction.
Fō Fö We Qo̠ was built using the conventions of Wood Elven durring the early 10th century. Naturaly, all settlmentss have their own look to them, and Fō Fö We Qo̠ is no diffrent. The city's buildings feature timber framed wooden shiethed or brick construction, which gives form to a very formalized, rational, expence effishent arcatectural style based on strictly symmetrical designs which universaly feature pitched roofs, shutters, and the occasional column or pilaster for a decorative touch.
Fō Fö We Qo̠ is buildings are built arround a single narrow baked earthen mainstreet which forms a counterclockwise spiral to give the city a over all circular shape. The city sits behind an impressive looking clay brick wall. The wall is notable for querried stone blocks being used to renforce the clay bricks in the expected manner and locations. While the wall was built to the exact specifications of modern fortifications, one has to wonder why the money invested into creating such a well fortified wall wasnt spent on a less impressive looking wall crated from sturdier materials. Fō Fö We Qo̠'s walls would endure a brief bombardment, but only from light siege weapons. It seems more likly the city's walls were not designed with defence in mind but rather lending the town a certain air with visitors. Fō Fö We Qo̠'s boondoggle-of-a-fortified wall are suffering from significent damage, so much so that examples can be pointed to no matter which section one might have within their line of site, and most of which render sections inoperable at present.
Before you’ve even set foot into the heart of Fō Fö We Qo̠, you can smell it. The incense. It hangs about the town like a cloud. Monks, priests, and clerics are everywhere, all dedicated to the same god, all performing the same rituals to bless and anoint buildings, streets, people, animals, you name it they are or have blessed it. The same holy symbol is everywhere too. Its on buildings, on people, and even branded into livestock. This certainly loves its god. More than it loves wealth. The city is very clearly poor. Buildings are run down in ways that are not imeadiatly obvious. The people are a bit too thin. The market is very eager to sell to newcomers, but not so eager to buy from them. There’s also a general lack of the hum and buzz of healthy industry in Fō Fö We Qo̠.
Civic Infrastructure
Fō Fö We Qo̠ possesses a Aethary Link for its accademic, government, and financial institutions. Public Aethary access is available through one or more of these intitutions.
Fō Fö We Qo̠ has an animal control department which works to enforce local ordinances relating to the control, impoundment, and disposition of animals.
Fō Fö We Qo̠ has an Office of Civil Groundskeeping, which works to enforce local ordinances relating to the construction and upkeep up of all plant life, water features, and other natural decorations within Fō Fö We Qo̠. They are also responsible for the maintenance of these features. Notably, the OCG is not responsible for Fō Fö We Qo̠'s parks.
Fō Fö We Qo̠ has an Office of Civil Vicary, which is responsible for providing a livelyhood for all officialy recognised religious figures within Fō Fö We Qo̠.

Fō Fö We Qo̠ has a monistary of an order of Civil Monks, who provide divine-related services to the general public and maintain Fō Fö We Qo̠'s public wards, blessings, and other arcane systems.

Fō Fö We Qo̠ possesses a Galvanic Power Grid, which brings galvanic current to most if not all buildings in town, and permits a great many consumer goods to function within the Large City. Fō Fö We Qo̠'s grid is powered by a god's will and kindness.
Fō Fö We Qo̠'s old civil lighting system was converted to Galvanic Lamps recently, and expanded to provide nighttime illumination to all city streets.
Fō Fö We Qo̠ has a first rate hospital which caters to anyone in need of long term medical care.
Fō Fö We Qo̠ has a library, which keeps a large collection of books, scrolls, and archives all manner of physical items. The library is open to the public, including the Aether Link.
Fō Fö We Qo̠ has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands. They are not to be confused with the Office of Civil Groundskeeping as they do not hold authority over nor responsibility for Fō Fö We Qo̠'s natural decorations nor waterways.
Fō Fö We Qo̠ has a Guild of Roadworkers, who are responsible for maintaining the roadways and public paths within town. They also have the duty of enforcing all civil laws relating to the roadways.
Fō Fö We Qo̠ has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.
Fō Fö We Qo̠ has a public septic system, which allows its citizens to have indoor bathrooms. The septic system is overseen by the League of Sewerkeepers, who posses the legal authority to enforce all laws relating to the septic system, and are also tasked with its maintenance and upkeep.
Fō Fö We Qo̠ is home to a University which provides higher education in a variety of fields, and also serves as a research institute for those same fields.
Cultural Notes
A substantial minority of the locals are descended from foreigners alien to their local neighbors. They may have been religious exiles, economic migrants, indigenous locals surrounded by the existing polity, or a foreign settlement conquered within the relatively recent past. The locals may not be enthusiastic about being ruled by others not of their kind, and their neighbors may look askance at the way foreign customs or even laws may be maintained.
Fō Fö We Qo̠'s garrison was built using a different architectural style from the rest of the town. The style used is characterized by order, symmetry, formal design, grandiosity, and elaborate ornamentation. Architectural characteristics include balustrades, balconies, columns, cornices, pilasters, and triangular pediments. Stone exteriors are massive and grandiose in their symmetry; interiors are typically polished and lavishly decorated with sculptures, swags, medallions, flowers, and shields. Interiors will often have a grand stairway and opulent ballroom..
Due to the actions of local Kami, summer is recurring in Fō Fö We Qo̠.
The Cloud Dragon, Wyrmling near Fō Fö We Qo̠ are known to be almost tame, such that they can be put to domestic use.
Fō Fö We Qo̠'s citizens partake in a curious ritual relating to their local kami. It takes place in winter and involves ritual combat to channel Augury energies of tier 3 via throat chanting.
Economy
